With the popularity of RISK over the years as well as the relatively simple game mechanics involved, there are a lot of programs for playing RISK on line when you can't get people around a table for a regular game. In fact, for many players (myself included) on line web-based RISK is a better way to play classic RISK as the one turn per day system works well for the traditional game.
Unfortunately, there is only one working RISK 2210 version that I've found on line so far. All the other versions handle RISK and some basic RISK variants fairly well, but none except for Invade Earth have the added complexity of the RISK 2210 cards, commanders and extra territory types.

Free to play if you only play 4 games at the same time, has a significant number of optional rules you can enable, supports team games, a large variety of maps,and has a weak AI. Invade Earth is a multi-player java application with a functional although fairly weak AI. Primarily designed to provide a playable online version of RISK 2210, it also includes options to play standard RISK, Mission RISK and a variant of RISK Godstorm.
